Why are my AirPods flashing orange and not connecting?

i tried resetting my airpods today, i clicked forget device since i thought resetting would fix the problem i had with my left airpod since it wouldnt work right but now they wont connect at all. when i open the airpod case it makes two beep sounds and flashes in orange light, they are fully charged too. sometime the pop up of there airpods come up and asks me to hold the button down but it wont let me because its stuck on an orange flashing light and fails to connect please help

it usually indicates a pairing or hardware issue. Since resetting and "forgetting" the device didn't resolve the issue, try a reset by pressing and holding the setup button on the back of the case for about 15 seconds until the light flashes white. If that doesn't work, ensure your device’s Bluetooth is on, and restart your phone or tablet
