How can I receive notifications on both my iPhone and Apple Watch?

You can't. This is how Apple designed notifications to work when wearing Apple Watch. If your iPhone screen is on, you'll get the notification on your iPhone. If the iPhone is screen is locked, you'll get the notification on your watch. You do NOT get notifications on both.

Note the notification at the top of that article which says the following:

Where notifications appear

Notifications appear on your Apple Watch or iPhone, but not both.

It is standard behavior for the sound notifications to go to the watch instead of the phone when you are wearing your watch.

If don't think that there is any way around it.
