macOS file tags will not delete, rename, or change...
First I tried to rename from All Tags. Second I tried to delete from Finder Preferences. Third I tried to reset the metaData folder. No joy.

Okay, figured it out. It is a combination of both Finder Preferences, and All Tags:
- open Finder > menu bar Finder > Tags
- check Tags you want to change
- go back to Finder window > scroll down to All Tags > select All Tags (all the Tags you selected from Finder Preferences, Tags, will appear)
- select Tags you wish to delete, rename, or change.
Voilà.
