iCloud for Windows 10 performance is now very slow after reinstalling iCloud for Windows 10. How do I improve performance?

I'm running a PC with Windows 10 Pro. I had iCloud for Windows installed and it was performing fine (responses were on a par with local files and files on my SAN). When iCloud Photos was failing to display all photos on my iPhone, I reinstalled it.

iCloud Photos has all the photos on my iPhone.

But when I click on a file, I must wait for 5 minutes to see options fo properties, cut, copy, etc. My network connection is Ping: 4ms, Download: 90.18 Mbps, Upload: 11.64 Mbps (unlikely that's a problem).

What else can I do to diagnose the cause and fix the problem?
