I recently bought an Iphone 15 pro max in full price online through apple with no carrier because I wanted to use a third-party service. I got it and apparently my IMEI number is blacklisted by AT&T!! I called them an apple and they do nothing! IM CONTACTING THE FCC!

As Jim asked, who or what is telling you that the iPhone is blacklisted? And to confirm, you absolutely bought the iPhone from the actual Apple Store, not some other online vendor? If so and it's been less than 14 days, again as Jim said you can just return the iPhone to Apple.
I bought it from Apple.
Then return it to Apple for a refund. I think you are in for nothing but trouble if you hold onto the phone that you have now.
But, if you decide to ignore our advice and hold onto the phone anyway, you should expect the runaround when you go to the "local store" whatever that might be.
Let us know how things go when you can.

Was the phone really new? Or, did you think it was really new?
Did you buy from an authorized Apple reseller? If you did, you can find their name on the list of authorized resellers in your area using this link:
But, even the if the dealer / reseller was authorized, you would want to return the phone for a refund.
It is a human that enters the IMEI number when a phone is reported stolen to the cell provider. You would think that they would have safeguards in place to prevent a wrong number from being entered, but apparently it does happen.
Don't delay in getting your iPhone replaced.
I bought it from Apple. They told me to go to my local store and seek a replacement because my phone is almost useless. Apparently this is a commom mistake made by phone company.
