I accidentally put some of my pictures in the delete album and they were permanently deleted, and now I want them back
I put some pictures in the recently deleted folder and then they got deleted, but I would like them back

The Recently Detected album is the only place, where deleted photos are saved, and only for 30 days. If they have been deleted from recently Deleted as well, they are gone.
Then you will have to use your own backups to get them back.
The iCloud backup of your iPhone may include your photos, but only, if you are not using iCloud Photos. You can recover your photos by restoring g the iPhone from a backup you made, before the photos vanished: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
This will take every thing on your iPhone back to the time, when you made the backup. So you have to save the current state somewhere else, before you restore the iPhone. And it has to be a backup, that includes your photos.
