2019 iMac Poor performance
Os keeps freezing / lagging lately.
I have booted from recovery and done a clean install.
Just ran an Etre check but nothing major seems to be flagging,
Any ideas?

Start Over from Fresh
This time, do not Restore Everything from your Time Machine Backup
Whatever issues existed at the time the the Last Backup was made will be re-introduced back into the computer
Thusly, negating all the work you have already done
The major issue is and will be Hardware
The machine has a Fusion Drive with a small 32 GB SSD drive magically fused to a Rotational 5400 RPM Platter Drive
Good at one time for additional storage but performance wise, functional but never as fast as an ALL SSD configuration
If you what to extend the like of this machine
Get a reliable external enclosure and a reliable external SSD drive
Install Ventura to that drive and make the external the Startup drive
The performance boost will be noticeable from the get go
Often suggested would be www.owc.com and they may have the exact enclosed and SSD drive that is specifically suited for this computer
