Hello, I have some apple wallpaper designs for you and I don't know where to send them.

Apple will not accept unsolicted ideas or material of any sort. So there's nowhere and nobody at Apple you can send them to. There are a number of independent "wallpaper" sites on the web that you could submit your designs to.
Just so you know, you're not communicating with Apple when you post in the Community. We're all just fellow users, helping out as we have time and knowledge to share.
