No songs in Playlists after transfer to new PC

I copied my iTunes library to my new computer. All of my Playlists are shown but are all empty. I exported and imported a playlist file from a couple of weeks ago in an effort to restore the playlists. The playlists all showed up in duplicate with the second set of playlists now having the songs in them. Upon restarting my computer, the second set of playlists are gone and the first set of playlists are shown empty again. Any ideas?
