Stuck or dead display pixels are unusual - but not unknown. There is an industry-wide scoring formula that is used to determine whether or not one or more pixels are considered to be a warranty defect.
Unfortunately, given the provenance of your iPad, you have very limited options...
If purchased directly from Apple, in most countries you have 14-days within which to unconditionally return your device for exchange or refund. Outside of this period, you are reliant upon the device warranty. Clearly you are outside of the 14-day returns period - and are not within the country of purchase (China).
In addition to the above, should you have opted to purchase the optional AppleCare+ cover prior to discovery of the problem, you may be have been able to make a claim. AppleCare+ plans are only valid within the country of purchase.
Due to international sanctions against the Russian Federation, Apple have completely withdrawn from Russia.
In conclusion, unless you can return the item to where it was purchased, you are very likely out of luck.
