Unable to accept iCloud Terms and Conditions on Catalina

I've done a fresh install of Catalina on my Mac. When I go into Preferences and try to sign in, I am asked to accept the Terms and Conditions. I check the box and click Agree. After a few second the Terms and Conditions window comes back up.


If I go into Preferences -> Internet Accounts, there are no accounts listed. If I try to add an iCloud account I end up in the same Terms and Conditions loop.


Because of this issue I am unable "complete your account" in the App Store.


I can log into iCloud with a web browser without issue. I have my full address, etc. entered on my Apple ID.


What can I do to fix this?

I recall something similar happening to me on a Catalina re-install on an older Macbook Pro - if I recall correctly, the fix was to choose to not log into iCloud during post-install set-up, and then you could accept the T&Cs later on. But for some reason if you logged into iCloud, then later the T&C accept button would be greyed out.


I never did figure out the root cause - partly because clicking through iCloud set-up and doing it later was no heartache. Given that logging into iCloud did have some issues (especially with Keychain sync) involving multiple requests for password and MFA confirmations, my initial impression was that logging in just couldn't fully complete in the post-install setup.
