Through education offer I was supposed to recieve Apple Pencil free but I didnt recieve it at all when the order was delivered. I had used opt out of offer while making the purchase.

If you "opted out" of the offer when placing your order (as you have indicated) you will not receive an Apple Pencil with your order.
Discounts or offers, where offered, are only available at time of purchase - and cannot be applied retrospectively.
If purchased directly from Apple, you generally have 14-days within which Apple will unconditionally accept return of an undamaged device for exchange or refund. This opportunity can sometimes be helpful in being able to return for refund - and then make a new purchase with benefit of a discount/offer where available.
I spoke to Apple care and they have shipped the pencil pro free. Anyways thanks
If purchased through an external retailer, you'll need to negotiate your case with the retailer - not Apple.
But it was adding to the final cost of the product. Anyways is there any way to get the free pencil if I contact Apple care
