Apple is not a bank and cannot approve or decline a transaction. Only the bank that issued the card can approve or decline transactions. If the decline shows in your card in your Wallet app or online, you bank declined it. You’ll need to contact the bank to determine why it was declined.
If the decline doesn’t show in your Wallet, then it’s likely a merchant issue related issue. The NFC on the terminal may not be working, the terminal may be programmed wrong for Apple Pay, the merchant’s credit card processor may have been having issues etc. Who was the merchant? Some merchants do not accept Apple Pay.
