Why is my App Store not accepting payment information?

I have recently made a new Apple ID, when trying to get stuff off the App Store it asks me to review my account with payment and delivery info stuff to be filled in, after fully completing this, it still insists that the entire form has not been filled out, and ask for assistance support.

How do I fix this?
