Updating IOS on a Ipad mini 4

Hi,

My ipad mini 4 is not downloading the latest iOS version. can I manually download somehow? It is saying it is up to date with version 15.8.3. I have turned the automatic settings on and off. Also have shut down and rebooted. It does not have the latest updates as an option to download and install.
