Preview claims no permissions to open file, other apps open file without a problem

Still using El Capitan, Preview refuses to open almost any file on the machine, while info panel affirms rights are set to the present user (both in the few Preview opens and those it doesn't), and all other apps open those files without a complaint. Any idea would be most welcome.
