Freeze rows on imported excel spreadsheet

I imported an Excel spread sheet to work on in Numbers. I try to freeze the top five rows with the "Headers & Footer icon, the middle selection for rows. I klick on 5 rows, but the rows scroll up and aren't frozen. Is this a flaw in numbers or am I missing something?

Try clicking in the table, and in the menu going to Table > Header Rows and choosing 5.

If that doesn't work, then the table may have imported from Excel with some strange properties. Try creating a new table and copy-pasting the contents of the imported table into that new table.
