Can I not download apps without adding a payment method on the App Store?

Because you will need a valid payment method if you want to use the App Store. This includes for downloading free apps as well. Those free apps may also contain In-App Purchases, Free Trials, or Subscriptions that could be used by you if you find the app useful. If you do choose one of those, then you may see a charge on your payment method.
