my apple watch got loose and dropped, I put that is lost mode and for few hours it was showing location but lost mode message was pending. If the person that found it charges the watch would they be able to see my message? or they need a wifi connection? How they connect to Wifi when the watch is locked?

Yes, people that find your watch can see the message. Have a look at what more to do in such a case:
The Watch will have to be able to reach the Internet in some fashion, yes. It can also report its location via Bluetooth to any nearby Apple devices which then will relay that information to Apple's servers, but of course those Apple devices will need to have Internet connection. And whether that will pass the message back to the Watch I don't know though I doubt it.
