If Find My was turned off, you do not locate the phone, except by physically searching for it, without a map. This is not practical or advisable, given that the phone is not merely lost – but stolen.

You will never see the phone again. Hopefully it was locked, and passcode-protected with a passcode the thieves did not know or observe you enter. If the phone was unlocked, or the thieves have your passcode, there would be the risk of them using data in your phone to commit identity / financial fraud – and you would want to take steps to lock down any potentially-compromised accounts (Apple ID, bank accounts, credit card accounts, etc.) right away.
