My laptop is a PC. I keep receiving the message: Unable to create a directory for iCloud Photos.
In addition, many of the icons on my desktop are very slow to open (being retrieved from the cloud?)
Any help would be appreciated. This is a long term issue.

Every time I boot up my laptop, I receive the message: Unable to create a directory for iCloud Photos
