FaceTime photos isn't working since new phone

I got the 15 pro max two weeks ago and now I'm suddenly not allowed to take FaceTime Live Photos. its enabled on the other device but it won't even allow me to check the box on my settings its greyed out. I don't have any content restrictions on and I'm running the most current update as of posting date. ive tried turning off and on my device and the other person has tried unchecking and re checking the "Allow FaceTime Live Photos" on their device and it has no effect. the same thing happened when my other friend got her 13 last year and she still hasn't been able to change it
