How do I turn on iMessage to send videos and pictures?

I cannot find an answer to this question, How do I turn on iMessage to send videos and pictures? I see MANY questions about this, but there’s NO ANSWERS!!!

If there are any, I can’t locate the answer 😡😠

Is it possible to send iMessage via a browser yet? Just checking to see whether it's possible yet to send iMessages via a browser? Unless I'm missing something it's still not possible on icloud.com or the iCloud app on Windows (I know, I'm sorry) - so I'm using WhatsApp for now.
