iPad 14 plus, the volume for ringer is very low

Phone does not ring with an incoming call. Ringer at top of phone is gray.

I have done the following.

1.settings, sounds & haptics, change with buttons, ringtone and alerts is at full volume, it rings when I tap blue line

2. checked silent mode on off by switching on and off

3.restarted phone

Any suggestions would be greatly appreciated.
