Sounds like maybe the merchant’s credit card processor was having issues.
Is it just one website or multiple websites that aren’t accepting Apple Pay?
What version of iOS are you referring to? What version of iOS are you using?
Is the purchase in store or online?

I only tried that one online store, but did try with other cards in my Apple wallet. I also try different servers Safari and Google.
