All my notes on my iPhone disappeared.

so for context i think this might have something to do with my storage because i had been out of storage for a while but a few weeks ago i went to use my notes app (i have very important notes in here) and everything was gone there was only a couple from 2022. my notes aren’t backed up using icloud. anyone know how to fix this problem?
