Bluetooth camera with Ipad

So what I am looking for is a way to take a still photo with an external device in place of the ipad built in. We have an app for work. We open the app and write a report, and we need to include pictures. I would like the officers to be able to leave the ipad in the car and take a picture with another device that the ipad would substitute for its internal camera. Pictures can not be imported or shared. Currently when you open the report and open up to insert a picture it must be done with the ipad. It cannot be pulled from photos or anything saved. So I was thinking my mac has an external camera for teams. can i setup a similiar option for the ipad but take still photos. I hope I am clear this is hard to explain but it seems like a simple thing but i cannot find any info online.

The first thing that pops in my mind is to use an iPhone. But that's not bluetooth, and I'm guessing that the point here is that the pictures taken can't have their signals flying around willy-nilly so that anybody can pick them up and use them for nefarious purposes. I can see that this would be why the pictures must be taken by the iPad's installed camera. Interesting.

I searched for "Bluetooth Camera for iPad" and got a bunch of things that weren't that at all. Cameras seem to be wired or wifi. Wireless security cameras, like Blink, work with wifi and are supposed to be secure, but those things need to be on a network. You could set up a hotspot in the car for that, and if it's good enough for home security, it might be good enough for you. On the other hand, there was that thing where random people were hacking into Ring camera networks....
