Yes. Storage space has no relation to frame rates. It just limits how long the 4K video can be since it takes a lot of space and will use up the 128GB fairly quickly while shooting.

Heed Phil0124's advice on storage. If you plan to shoot many 4K 120fps videos, you'll eat your available storage very quickly. You should consider buying a phone with more memory as once purchased, there is now way to add memory to an iPhone.
