Reset iCloud password without having the old one or the trusted number?

My son has a learning disability and decided he wanted to make an iCloud account. We no longer have access to the trusted number and he can’t remember his password for his iCloud. Is there any way I could get around this to log him off his old phone. His “find my” is still on active so I can’t connect to computer to restore his phone.
