syncing iCloud with Outlook

I'm trying to get iCloud to sync with my laptop which is running Windows 10 (Pro 22H2 64 bit). This connection has worked for many years, but recently stopped working. I uninstalled iCloud and then reinstalled. iCloud went through syncing my photos, contacts and calendar events -- but when it got to the end of its process, it failed to complete with error code (0x800706ba). There was no transferred data in the Outlook. In iCloud, the status of the connection said it was active. I tried to set up the connection with a Windows 11 PC in my house and had similar problem. At this point, I tried to follow the suggestions in an AI query. It suggested that I create a new Outlook profile and make it the default -- which I did and it made no difference. It then suggested that I create an App-specific password in iCloud and use that when setting up the connection. The app specific password did not open iCloud. I do have two-factor authentication enabled for my apple ID. My regular password continued to work as expected.

So I have been fighting this problem for about a week.. I would really appreciate help. The folks at Geek squad in Best Buy were not able to help...
