iphone 13 mini doesn't offer update to ios 18

Just got a refurbished iphone mini 13 running ios 17. Every list online says it should support ios 18, but when looking to update the software, it says it is up to date. What's going on?

iOS 18 won't be available until September 16. Check again then.
