Because when I tried, it charges on and off, is that normal?

That setup is perfectly fine. There might be an issue of bad cable or bad charger. Can you swap cables and chargers with this iPad or try your setup with another device?
Try also to force restart your iPad.

Are both the 20W and 35W chargers made by Apple? If so, I'm suspecting that the 240 watt cable is bad but that's just a guess.

likely not
The 35W adapter might charge the battery just a bit faster than the 20W, but you would probably not notice the difference in everyday use.
I haven't tried force restart yet since my I pad is full battery but I will try later and get back to you soon, and yes it's both brand new and from apple.
