How do I clear my iCloud for more storage?

My iCloud is saying it is running out of storage therefore I deleted about 4000 photos from the gallery on my phone. However when I went to check the iCloud storage, it is the same, and on iCloud.com it says I have 5000 photos when on my phone I only have 800. what do I do? I just got a new iPhone and don't understand

I tried turning off the sync and when I tried turning it back on, it says I cannot as the iPhone has 8 gb of photos, when I only have 800 photos and 100 videos, how is this possible??? help pls
