iTunes play count not updating from iPhone to PC

Songs played on Apple Music on my iPhone don't get their play count updated on iTunes. I've researched to find a solution but none work. I've tried restarting both devices, syncing, Windows and IOS updates, the check box for "Home Sharing Computers and Devices Updates My Play Count" is checked. I haven't started a paid subscription to Apple Music because of this issue, as I want my play counts to be accurate regardless of where I am listening to my music. Any help or advice would be appreciated. Thank you.
