Recovery permanent delated photos and videos

If you’ve permanently deleted them, they’re gone forever.

Have you got any other apple devices? For example, when I’m not using it I stick my iPad on flight mode which also stops the cloud syncing. Could you use another device to see if the photos are still there?

Permanently deleted means just that. Unless you made a backup, they're gone.
