Can't delete apps on iPhone because of Parental Controls
on my phone I have parental guides and it won’t let me delete apps! Can my parental guid do that on his phone?

No, your parent or guardian, will need to disable restrictions for as moment, so you can delete the app you want to delete.
Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ iTunes & App Store Purchases ➜ Deleting Apps, set to Allow.
