Unable to load video / An error occurred while loading a higher-quality version of this video

Was unable to reply to a previous thread because it was a year old, so creating this new one to hopeful help others.

*BACKSTORY: Had this issue as well as other icloud issues for about 3 years now but didn't pay much attention to it becuase I didn't "need" the photos/videos and I tend to nonchalant about such situations.

But then came a few weeks ago when I updated to ios 17.6.1 on iphone 11 and it was a nightmare. Apps consitently freezing, havinng to do tens of restarts per day to work the phone and in an attempt to fix this issue I logged in to icloud on my computer (haven't been able to on my phone for the 3 years). I then noticed that the free cloud storage I had was significatly lower than the size of all my photos and videos.

Reluctantly I paid for more storage hoping this would finally display the photos and videos I had long dismissed, and also solve the ios update issue. It did neither. But I also downloaded the "icloud photos app" for PC and in there I can see/open/watch the photos/videos that won't load on my phone.

*THESE DID NOT WORK: Duplicating gave an error, trying to edit also, gave an error, sharing gave an error.

*SOLUTION-ish: Upgrade icloud storage, download icloud photos app on your computer, view photos/videos on your computer. If you want them back on your phone, upload google drive (or similar), then download.

*NOTE: I was able to connect the the phone dircetly to the computer and view one video before it stopped working and gave erros. So the above"solution is still the best for now.
