I had the same problem... Here is the FIX... Settings>Siri>Voice.... Select American (Voice 1) and allow the download to complete.. I did it for all 5 voices and allowed all to download.. Now it works great... Also under Siri responses I selected prefer spoken response..
Same problem here. I tried everything like voice only but no benefit. Finally I tried changing language to English (US) as against English (India). It worked. Again selecting English (India) it is same issue.
it means there is some issue in Siri update with English (India)
As others suggested, toggling voice responses on and off, did fix the issue. However, when I ask her to turn do not disturb on or off, she still says it’s already set to that.
Same thing happened to me after iOS 18
Somehow it got disabled, go to Siri on your settings and from there turn on back to Siri. Worked for me, I also tuned off feature where it would respond on side button. Hope this clears up any confusion
I am using iPhone 13 Pro Max and have been having issues with Siri, but I finally found out is when it’s not responding or announcing notifications I went to accessibility and then and then scrolled down to make sure Siri would be announced on speaker and that seems to work
Go to setting > Siri > Prefer spoken response (make sure this is clicked)
Go to settings>siri>siri responses>prefer spoken responses.

Say “hey siri I can’t hear your voice” or “hey siri set your voice to 50% volume”. I just did the iOS update today and was having this issue. This worked!
Same here. When Siri Reponseses set to "automatic" it won't talk, only displays answers on screen. Have to set to "prefer spoken responses" which means that even in silent mode it will give a spoken response.

when „spoken response“ is set to automatic, siri will not give a spoken response when the phone is unlocked.
if set to “prefer spoken response” siri will give a spoken response even when silent mode is turned on!

1: go to settings
2: open “siri”
3: open “siri responses”
4: click “prefer spoken responses”
Toggle: prefer spoken responses off/on that worked for me. 🙏🏽
Go to settings, Siri, Siri Responses and select Prefer Spoken Responses
Go to SETTINGS and search for Talk to Siri
After the update mine switched to “Off”
Click on “Siri” or “Hey Siri”
PROBLEM SOLVED!
It seems to be dependent on the lock state of iPhone. Asking for the weather when locked will prompt a verbal response, asking the same question after authentication prompts a written response.

Think of it this way: Siri is super smart, but it also needs information from the web to be truly helpful. Imagine a library with tons of books on all sorts of subjects. Siri can still use its knowledge to answer basic questions you might have, like what the capital of France is, even without the library. But if you ask something that requires more research, like finding the best pizza place nearby or checking the weather this weekend in Paris, Siri needs to access the information online just like you would at the library.
So, if Siri seems a little off its game, check your WiFi or cellular data connection to make sure it's working properly. That should help Siri get back to its super-smart and super-helpful self!
