Unable to update to sequoia through settings software update or
sudo softwareupdate -i -a -R as I get the above error message each time.
Restarting, rebooting, safe mopde, reinstalling from recovery, none of these have worked.

I believe this may have something to do with the new concept of Ownership with the M-series Macs. Here is another post where I mentioned a few other items and a bit more explanation, but I don't think any of the possible options apply here to fix the problem:

Try a DFU firmware Revive.
Error "Failed to personalize software update, please try again....
Anyone facing this error during update MACOS, any version...do this as below--
1- TRUN OFF "FIND MY" IN SETTING
2- THEN TRY UPDATE....
And dont forget to cheer-up...
