Since so many people are having similar problems with their email after ‘upgrading’ to iOS 18, is Apple going to do anything to fix this… or even respond to us?

It took me awhile to locate Mail in the iOS 18.0.1. For anyone who needs it, you should find it under Settings > Apps > Contacts > Contacts Accounts.
I have had the same issue for a week since getting a new iPhone 16 Pro Max. My Gmail account will not work at all and past threads on Apple suggest there is a security protocol issue and an update is required from Apple.
I have tried all the various fixes recommended and have erased the account many times but this does not fix it.
It is working fine on a Windows PC so I know it is not the Gmail account.
I have spent about 20 hours trying to fix this last week (which actually outweighs the cost of the phone) all to no avail and it is getting to the point I am questioning the point of upgrading to a new phone at a cost of £1,199. I may have to exercise my right to send the phone back to Apple for a full refund.
After the ios 18.0.1 dropped a short time ago I tried deleting the gmail account and adding it again, but without success. Clearly Apple have not corrected the problem in this release!! They don't even seem to be able to acknowledge there is a problem, which is disappointing.

Remove your email account and set it up again
Make sure that all of your emails are there or make sure that your email is saved somewhere other than your device. On your device, go to Settings > Mail, then tap Accounts. Tap the email account that you want to remove. Tap Delete Account.

It's crucial to emphasize that when you enable 2-step verification for your Outlook (Hotmail) account, you need to utilize a specially generated app password from Microsoft to access the same account through the iOS mail app. --> Manage app passwords for two-step verification
Using an app password is essential if you enabled two-step verification for your Outlook (Hotmail) account. Two-step verification adds an extra layer of security by requiring a code from your phone or authenticator app in addition to your password when signing in. Regular passwords won't work with apps that don't support two-step verification, which is why Microsoft created app passwords. Just generate an app password for your iPhone's mail app and you'll be good to go!

after upgrading to iOS 18, most of my app problems have been resolved by deleting the app and then downloading and reinstalling it, and no issues with any of the reinstalled apps. I've never had this issue in prior iOS updates, but it seems to consistently solve problems.
I resolved this issue for my Startmail account. I believe other email services will resolve with similar process.
I went into Startmail and deleted my iPhone in the "Trusted Devices" section of "Settings".
I then added in the same device which gave me a pop up screen with a "device password" from Startmail. This might also work by getting an app-specific password from your Apple ID account, but I didn't try that.
I then used Startmail's "device password" in my iPhone iOS email account set up for the outgoing and incoming passwords, and it immediately connected and synced email. See the attached pop-up from Startmail - my specific Device Password is redacted in green.
I wish Startmail would give these instructions in their Support section to save many people many hours of frustration.

Mail settings are now in the Apps section of Settings - go to settings and scroll to the very bottom of the Setting list and you'll see the Apps menu - click it and it will open a list of all apps on your phone. open Mail and click Mail Accounts to see or add mail accounts.
I'm still having an issue with a Startmail account and constantly get either Password not recognized, or Problem logging into the server (or similar wording). This account worked fine before updating to iOS 18 and it appears this happens randomly with other mail services and in other iOS releases, according to other posters in Community and via web searches.
VERY FRUSTRATING that Mail on iOS can have so many issues with the basics - connect to a mail server.
This post is wrong and misleading. The new iPhone IOS 18 no longer has a "Mail" option under "Settings". It is now completely buried at the following location: Settings > Apps > Contacts > Contacts Accounts.
Apple really messed up so many things with the IOS 18 update. It is absolutely terrible, especially the Photos app. Unsure who is running things over at Apple, but they should be removed from their position and replaced with someone more competent.
Mail does not even appear under settings on my iPhone 16 pro running iOS 18.0.1. That makes this answer nonsensical.

Nov 20. Thank you for saying this, bc my old Hotmail acct that I keep for only 2 purposes disappeared, and I just couldn’t find where to adjust email accounts!
