Why do I need wifi to view or open my photos but my optimize iphone storage is on and I pay alot for space

When you enable "Optimize Storage" for iCloud Photos, the Photos.app will try to save storage on your iPhone. It will remove the high resolution image files and keep only smaller, optimized versions on your iPhone. When you want to view the photos enlarged or to share them or edit them, the iPhone needs to download them from iCloud. You can either use Wifi or the cellular connection. If the iPhone is not using the cellular connection, if the Wifi is poor, you may have set the iPhone to use only Wifi, if available. In that case turn Wifi off. Then the iPhone will use the cellular connection for your Photos. But you need definitely an internet connection, if you are using "Optimize Storage".
