Can’t access brightness and volume in control centre

I can access the brightness and volume in settings of course but when I try to turn up the brightness or the volume, it doesn’t work. It doesn’t move at all, same with when I try to customize the control centre like move things around, I can’t move around the brightness or the volume. It’s so frustrating, it’s something I use on a daily and I don’t know what to do!
