This comes up periodically and I don't know how to turn it off? Is this something I need?
When that comes on... The screen has this weird 50% transparent black frame at the top and bottom of the screen making it impossible to do the work I need to do.
Is there a way to turn it off?

Are you running any kind of video-conferencing system? Note that by "running", I mean "installed". People often think that apps are only running when they double click on them. But in many cases, these apps are always running 24/7 in the background.
I also have the same since I upgraded to Sequioa.
I'm having the same issue after updating to MacOS Senoma.
This came up for me after taking a screenshot. If you click the little "stop" square in the circle next to that button, it will go away.
Yes, it comes when using ⌘+⇧ Shift+5 for capturing the screen. No worries.

You may want to check if it only happens after taking a screenshot, as other replies have indicated.
Based on other comments, this likely stems from taking a screenshot / screen recording, but it was still on my screen when I was not doing so. I restarted my machine and it went away. Probably a bug in Sequoia.
Same I feel unsafe it happened yesterday when I was taking a screen recording of something to show to my friend.
Another issue Apple REFUSES to address 🙄
But the author, ME, (I had to make a new Apple ID due to this issue) did not take a screenshot prior to the issue
