The Apple watch has a red ring in the dial

Probably a novice question,

So does the red ring on the dial mean that it has GPS &

cellular?  I have read that the red ring means it's cellular. But is it only cellular? How can I tell the watch is cellular and GPS?  I'm considering buying a series 8.
