You're welcome.
The red can at times show up in Safari, or stay in Safari if I go to it. That's usually when just the right side stays red. If I switch between apps enough times it goes away. It happens with Chrome too, although I don't use Chrome often. I only use it to test websites that stop working in Safari.
A screenshot might help. Also: can you be more specific about "random" in this case?
There may be some particular circumstances, programs in use that correlate to this, or maybe this is related to the wallpaper in use? Without more details, we can just put out wild guesses.

I use Photoshop, Illustrator, InDesign and Lightroom Classic.
I work in tandem either between Lightroom Classic and Photoshop, or Photoshop and Illustrator/InDesign etc.
I could be working, and all of the sudden the top menu turns red all the way across my screen, or only where the date/time is. Very weird behavior. Others have reported that on the Adobe site, and it's become a blame game between Apple and Adobe!
This started after the Apple update to Sonoma, so ....🤷♀️

Alas, I have no idea what causes it, except that if it only happens when the frontmost application is from Adobe, that would suggest something with those applications. What that might be, I don't know.
If you get the red menu in some form, and then command-tab to a non-Adobe application, does it have any effect? Or after the red menu bar appears, do you need to log out, or to restart, to make it go away?
Or does it go away on its own as randomly as it seems to appear?
I have a fixed wallpaper. Nothing's moving.
