On my iPhone when I export the iMovie.mobile video to .mov format it is much lower quality resolution and one quarter the file size of the iMovie.mobile file. How can I get a higher resolution on export to standardized, cross-platform video format?

I don't know if this will work, but under Export and Share click on Save or Share Video.
That will give you this screen with an Options button at the top:
When you click on Options you will get this screen:
Choose your option and then click on Save Video from the previous screen to save to your Photos library. See if that solves your issue.
