i can not seem to shut off the voice over feature on the iphone 4

i thought i would turn it on for fun to see how it works, not when i got into settings-general i cant scroll down to accessibility to shut it off, please help this is soooo annoying. i was thinking about doing a restore but i really do not want to do that.
