i already have 128gb and i bought 200gb more of icloud, how is it fair that it just change my whole icloud to 200gb instead of adding more 200gb? i paid more for the 128gb iphone and anyone with a less amount of icloud can just buy the 200gb.

iCloud and your Phones storage are 2 different things entirely.
Buying iCloud storage does don't change your 128GB of phone storage.
Anyone can buy iCloud storage yes, but it won't change the amount of storage on their devices.
iCloud storage resides in an Apple server, and is used for backups and data sync between devices.
