I do not have my tv or my Roku remote. So I have downloaded a free Roku remote from my App Store. I need to know how to connect my Roku device to my hotspot ? Can I do this from my iPhone 14 Pro?

No (unless I misunderstand what you want to do), from what I read on the Roku support site, that won't work. The Roku and your iPhone need to be on the same Wi-Fi network for their mobile remote app to work, and with a personal hotspot your iPhone isn't on a Wi-Fi network at all.
