transfer to new iPhone stuck at "Signing In..."

I purchased an iPhone 14 and am transferring from an iPhone SE 2nd generation. I have already updated the new iPhone and set it back to factory "clean" then proceeded to the chacha of the passcode and keeping them close to each other. Old iPhone has "Finish on New iPhone," new(er) iPhone has"User Name Signing In..." and then... NOTHING. What am I missing?
